Quick answer: Add Modifier to each AnimSequence’s Modifiers list. Use Skeleton’s Bulk Apply Animation Modifier for many.

You write a Modifier that adds Foot Lock notifies. Reimport sequences; nothing happens. Modifiers don’t auto-attach.

For each AnimSequence:
  Asset Details → Animation Modifiers
  + Add → FootLockNotifyModifier

Bulk:
  Skeleton asset → right-click → Apply Animation Modifier
    Select modifier
    Select sequences (Ctrl-A for all)
    Apply

Modifier registration is per-sequence. Bulk apply automates large skeletons.

Verifying

Reimport: modifier runs, notifies appear. Without registration: no change on import.
