Quick answer: Renderer features execute top-down in the list. Drag entries to reorder. Use Render Pass Event for cross-feature stage placement.
Outline feature should run after toon shading. List has them in the wrong order; outline drew under toon.

URP Renderer Asset (Forward / Forward+):
Renderer Features (drag to reorder):
[0] Outline (Render Pass Event = AfterRenderingTransparents)
[1] BloomCustom (After Rendering)
[2] Vignette (After Rendering)
// Same event = list order decides; different events = event order decides
Drop into the slot you want. URP iterates the list once per pass event, in order.
Verifying
Frame Debugger: outline draws after toon. Disable outline: scene goes back to plain toon.
